The Boston Redevelopment Authority set up parameters for the development of the four mile stretch of open space created in downtown. A main focus was on the retention of open space and relating different sections of the city. The vision of the new space is a meandering promenade similar to many European models such as the Champs Ellysees in Paris or the Ramblas in Barcelona.
